Overview
Wright Express Tax Services: Chose to
participate in this program and we'll administer it
for you.
- Wright Express will provide account
eligibility assessment and assign account qualification
for tax exemption
- Wright Express will maintain
account qualification status, tax rate tables, and
will calculate exemptions per applicable rates &
regulations
- Wright Express will bill fleets
and settle with marketers net of tax on applicable
transactions
- Applicable taxes = taxes that
Wright Express may exempt per applicable rules and
regulations for which you are responsible
Account Qualification
- Wright Express will use an established,
rule-based process to accurately assess account qualification
- Account qualification is based
on the fleet’s entity type and it’s applicability
in each state
- Wright Express will require a
current copy of the fleet’s exemption certificate(s)
{the Merchant will retain all applicable original certificate
documents}
- Each tax exempt fleet will be
assigned an account code that will be used to qualify
and calculate the exemption amount for each exemptible
transaction
Account Status Maintenance
- Wright Express will maintain a
process of monitoring exemption certificate expiration
dates
- Wright Express will notify fleets
prior to their certificate expiration date (60 day
notices and 30 day notices)
- If the fleet does not provide
a new certificate prior to expiration, Wright Express
will terminate exemption status and notify the fleet
Maintenance Tables
- Wright Express will maintain tax
rates/rules tables to allow exemption at the following
levels:
– Federal
– State Primary (Excise)
– State Secondary (Sales)
– State Special
– County Primary (Excise)
– County Secondary (Sales)
– County Special
– City Primary (Excise)
– City Secondary (Sales)
– City Special
Maintenance Rates
- Wright Express will obtain and
validate tax rate information, using multiple sources,
including: Federal Fuel Tax Reporter, RIA Checkpoint Tax Research, Established contact points in all 50 states, and Federal Government, Oil Companies, and Internet Research
- Wright Express will monitor tax
tables and validate tax rates, rules, and regulations
on a regular basis
- Wright Express will make available,
upon request by the oil company, a complete listing
of current tax rates being used in the tax exemption
program
Tax Program Resources
- Wright Express maintains dedicated
resources to manage the tax exempt process (dedicated
resources residing in Client Operations, Finance,
and Product Development & Support)
- The responsibilities include:
– Pro-active maintenance for changes and updates
to the tax program
– Issue resolution for partners and fleets
– Monitoring of data integrity and processes
for the tax program
– Continually review and assess program enhancement
opportunities
Tax Calculations
- Wright Express will calculate
applicable exemptions at the Federal, State, County,
and City levels
- For non-applicable taxes, Wright
Express will provide tax reporting only
Fleet Billing & Reporting
- Wright Express will bill tax exempt
fleets net of applicable taxes
- For exempted transactions, the
Purchase Report (VAR.) will reflect the gross cost,
tax amount, and net cost
- For non-exempted transactions,
the Purchase Report will reflect the gross cost and
will "report" the tax amount not exempted
